This Issue should track a discovery effort to understand roles and privacy at CBOs.

This should answer:

What abilities should an admin at a CBO have?
What abilities should the CTT have?
Do permissions vary by program/service, event, type of data or something else?
What happens if a person leaves the organization how does that work?
If someone is a bad actor at an event, how can we react quickly?
How we handle user management
