Logged in user not redirected to /account/dashboard when visiting /sign-in #4622

User should be redirected to /account/dashboard if they visit /sign-in and they are already logged in. Currently, user is able to see sign in form.

Not sure what protocol is here but there should also be a test for this in sign-in.test.tsx or a new ticket for that test
