Request for strings importer/exporter

Issue: submitting net-new translation requests within the google ecosystem using google sheets is tedious, error-prone, and causes issues with the L10N teams.

Proposal: from a google sheets CMS, dev should be able to extract a PO file for the strings --> that can be submitted to L10N --> PO file with finished translations can be imported correctly into a google sheets CMS

@jeremydw My-Linh said that you were able to do this for Workspace but wondering if it's robust enough now to include instructions in our build plan and apply to other projects.
