I don't get this using 0.13 irrespective of the browser I am using, but I do see these "dropouts" in 0.14 and 0.15betas.

The actual video feeds themselves are stable so the problem is not one of dropout (which would otherwise affect 0.13) and it happens in FF and Chromium.

Close inspection shows that "behind" the grey overlay there is video motion trying to break through and it seems to my uneducated eye to be an artefact of whichever of MSE/HLS is autoselected (or presumably motionjpeg if it were an option).

From 0.14 onward, Frigate's dashboard works this way:

1. Static images of your camera feeds are displayed (and update once per minute if no detectable activity is occurring).
2. Once activity is detected, Frigate will begin grabbing static frames from your camera every 200ms and displaying those. At the same time, Frigate loads a live player and begins buffering.
3. Once the live player is ready, the static frames stop updating and the player is brought to the foreground.
4. After a period of no activity, Frigate disconnects the player and loads the most recent frame as a static image, displaying that until activity is detected again.

The small red dot in the top right corner of the frame indicates activity is occurring.

At which stage are you seeing the flickering?

I remembered that the update mechanisms changed after 0.13 and the flickering seems to occur when I change to the frigate tab from a different tab in the browser, or when I am in the Frigate UI but I change from (say) "all" or "settings" to "live" .

The bit that's causing me concern is the greying out which occurs within the first few seconds of my video screengrab. It's similar to VLC when it starts to try to render some videos and fails for the first couple of seconds, before "getting lock" and the grey or green overlay , through which you can see vague motion, vanishes and the motion - those pixels which are changing by more than some delta function - coalesces into a recognisable picture.

The brief frame drops which I see, between "freeze frame static image" and "live video dynamic", isn't a problem and it is expected behaviour - it's the manifestation of your points 2/3/4 in action.
