Add a Windows Package Manager (winget) package for Cursr

Describe the Issue

I'd like to be able to install/manage Cursr alongside my other Windows applications, without manually downloading executables from websites.

Most Windows applications nowadays have a Winget package registered, but it doesn't look like there's one for Cursr:

Hey, this may be coming out at some point, I've added a task to publish Cursr through more sources for all 3 platforms quite a while back, however I didn't have the time yet to actually work on it as there's always a list of higher priority tasks.

It may happen within a year but most likely not sooner than next 6 months unless there will be more requests for this
