Fix lighthouse deck boot after bootloading #53

When bootloading the Crazyflie, after restart, the lighthouse deck is not restarting. During reboot the power to the decks is cut for a very short time, this likely cause some capacitor to holds some voltage on the deck and put the FPGA in a bad state.

We should wait a bit more during boot to let all capacitor discharge enough in order to boot the deck properly.
