Been a few days since playing - this is a new issue for me - been running great for about a year on this same setup.
Sounds like others are having the same issue but it started earlier in the week for them.
Problem:
Game works normally up until you try and pan the camera by moving the mouse to the edge of the screen. This happens in all screen modes (borderless window, windowed, fullscreen). However, if the game is set to windowed mode, the first time you try to go to the edge of the screen, the mouse cursor is not captured and escapes the border of the game window.
In any of those cases, once you try and pan the screen several things stop working:
You can no longer drag and select units. Single clicking individual units still works.
You can no longer drag and build a line of units. Building a single building works.
You can not click and hold the middle mouse to pan the camera.
You can not draw.
You can not move the mouse to the edge of the screen and have it pan.
When in windowed mode, after the mouse escapes the border of the window, if you go back inside the borders, the mouse becomes captured like it should. However, you still can't pan the screen by moving to the edge.
