Had a call with Ravi to understand the requirements.
Following are a very unstructured note of the meeting, will structure it later.

Persistent/ Trust layer
/order from BAP with signature A, confirm ke baad, to write
/order from BPP with signature B, write

Must verify the signature

/meter_data //  MDH adds 
For persistent layer

New registry for public key for above

Allocation engine will write on persistent layer,
Update order/ based on actual consumption (PATCH)


/order get, from BAP and BPP, update order

Need to go through the MOM prepared by Meenakshi.
