It would be nice to be able to use this driver with a 31khz VGA connection on a CRT monitor, especially for dreamcast lightgun games or 31khz arcade games. I'm aware I'd have to make a VGA sync combiner breakout to make this work with a PC CRT monitor. With that in mind, is 31khz support possible, or planned?

I don't know.. You would have to test it - I would suspect it would not work, as the guns were designed to work with 50/60/100Hz composite video CRT displays.

Accoring to the claims by Jaybee regarding the GUN2CRT adapter which turns the guncon1 into a mouse input, it's supposedly working from 240p up to 768p resolutions on a CRT and possibly higher. https://www.retrorgb.com/gun2crt-adapter-teased-showing-mister-compatibility.html

The Guncon2 should be able to support the same. Anyway, it's still early when it comes to this real lightgun stuff for use with emulation, especially how we don't have a working screenflash feature (possibly RA shader) yet, before we can start considering higher res lightgun games (like Naomi/AW/Dreamcast) that would benefit from 31kHz.

But in the future, this would be a great feature to have.

(also, limitation would be around 60Hz, since that's what the photodiode is tuned to, something along those lines, but resolution shouldn't matter if not so high that the phosphor spot is too small, either way, there's not too much of a point with this above 480p at least)
