Change IDIM default label from "BC Services Card" to "Service BC"

The current connection name displayed in the BC Wallet for the IDIM agents is
BC Services Card (env), and should be changed to Service BC (env).

Change the default_label configuration property for all IDIM agents:
IDIM DEV default_label: Service BC (DEV)
IDIM SIT default_label: Service BC (SIT)
IDIM QA default_label: Service BC (QA)
IDIM PROD default_label: Service BC

This issue is also logged in IDIM JIRA as IASP-16231.

This is related to the previous request #189 which was specified incorrectly.
