Describe the task
Add a user manual to the support section based on person's role on login

Acceptance Criteria

  • if the login is an app admin, display the app admin manual
  • if the login is a delegated admin, display the delegated admin manual
  • of the login has both roles, display app admin manual

Additional context

  • user manual is in pdf format
  • pdf should open as a new tab on the browser

If the user is a FAM Admin and no other role, I feel we don't need to display user manual. @OlgaLiber2 @craigyu
