Describe the bug in the current situation
When the staff submits NOW for an Alteration filing, the changes resulting from the alteration are still be reflected in the business's records.

Impact of this bug
The changes are reflected to the business records.

Steps to reproduce the behavior:

  1. Go to 'https://dev.business-dashboard.bcregistry.gov.bc.ca/BC0887555/'
  2. Login as Staff
  3. Observe the completed Alteration filing and the NOW associated to the filing.
  4. Now in the Businesses dashboard, notice that all the changes that have been done in the Alteration are still reflected.

since the Filer hasn't been implemented, the FE filing is not actually been withdrawn at this moment. Please check back when the Filer is done in #23352
