Describe the bug in the current situation
When the staff creates a NOW filing and leaves it in draft state then the draft filling appears on the user dashboard with an option to delete.

Impact of this bug
Users will be able to Delete a draft NOW.

Steps to reproduce the behavior:

  1. Go to 'https://dev.account.bcregistry.gov.bc.ca/'
  2. Log in as Staff
    3.Cretae a draft NOW fillling.
  3. Now login as a regular user and notice that the Delete button appears for NOW filing.
