When payment is linked there is a green animation in the table of All Bank Short Names

For EFT payments, when linking a short name from the All Short Name table, the table refresh isn't functioning correctly.

Please refer to the attached video. Towards the end, after linking, observe that the refreshed table isn't displaying correctly, and the green animation isn't on the correct row.

On the short name detail page, the animation for the first linked account is not displayed after linking. According to the Figma design, the animation should appear even when there is only one linkage.

Previous issue is fixed and verified,

Here are the steps to reproduce the issue:

Access the Development Environment (Dev Env).
Log in using an IDIR.
Navigate to "Manage EFT Payments."
Scroll down to load all short names.
Click "Link To Account" and link any account.
Observe that all dynamically loaded rows are hidden, and scrolling down no longer loads additional rows.
