This is easily reproducible by building and running a py_binary target that includes Python protobuf while also having Python protobuf installed locally on the machine (such as via apt-get).

See also: tensorflow/tensorflow#2021

This can also be reproduced by trying to build and run Skydoc or any of its unit tests on a Goobuntu machine.
