We should start to provide support for bzlmod as 5.0 has experimental support for this.

I've started to add support for this with #839. However this is currently opinionated in the set of toolchains that will be picked. I'm not sure yet how to provide the configurability of selecting toolchains that we currently have available via the repository_rule.
