Don't require description and desc_localizations, or name and name_localizations

It would be nice if we could instead specify the fallback language, either in the return function or in another parameters.

Personally I would prefer returning the fallback as ("", string) in the function, since this means I can automate the fallback, rather than having to specify it for every command and command option.
