There was an upstream issue solved in CruiseControl agent to solve an issue with CPU utilization reporting when running kafka brokers in kubernetes.
See linkedin/cruise-control#1242
The fix was to add a flag in CC config cruise.control.metrics.reporter.kubernetes.mode to enable k8s mode: linkedin/cruise-control#1277
