'Expired' doesn't make sense as a Dispute state #1575

I presume this is a dispute that's not yet lost, but it's too late to submit evidence for. 'Expired' doesn't really convey that, though -- maybe something like 'Past Evidence Deadline'?

I think both "expired" and "past evidence deadline" doesn't make clear that a decision hasn't been made and the process is still pending. Do we need to distinguish a dispute, once its past the deadline, with evidence vs. without evidence?

How about the following flow?

Needs attention --> In review (is displayed once you submit evidence or when respond by date passes) --> Won/Lost

+1. "In review" conveys that there's nothing you need to do whether or not you submitted a document.

'In review' sounds good to me, as well.
