[kb_interface] Obtaining objects within a predefined distance of the robot #30

In the domestic KB interface, it would be useful to add a utility function that retrieves a list of objects that are within a certain distance from the robot. The immediate use case of this would be avoiding obstacles that are close to the robot (related to b-it-bots/mas_domestic_robotics#230).
