Add better documentation for country filter whitelisting #43

I've made a bad job at documenting the whitelist option for country filtering.

The time, reason and command keys shouldn't be inside the whitelisted countries but should be on the same level as the "whitelist" key.

I should modify the default cfg file to make this more clear.
