Dedicated Permission for View Curation

Motivation

Presently our Curated Views module(az_curated_views) is linked with the access draggableviews permission, because it is internally the draggable views widget with some changes. It would be nice if this feature had its own dedicated permission so that it could be granted to the upcoming profile editor feature in progress in #3553 without granting them the ability to access all draggable views, which has other access implications.

Proposed Resolution

Add a new permission for only view curation. Our curated views currently have a contextual filter that already checks for edit permission on the curation context. The goal is that a profile editor should be able to curate publications for their profile (but no one else).
