Describe the bug
This is a follow-up to #339

To Reproduce
Intermittently, tokens are recorded as registered on the portal even though they have not been actually registered on the ITS on the underlying blockchain. This leads to edge case scenarios of users who are able to get to pages that don't actually exist.
