feat(service-error-classification): add 429 response as Throttling

• Noticed while debugging ECONNRESET exceptions when running in Lambda environment #1196
• Examples where status code 429 is retried:
  • JS SDK v2 feat: retry 429 exception by default aws-sdk-js#2895
  • Ruby Allow 429 response code to trigger throttle detection aws-sdk-ruby#1889

Description of changes:
adds response with 429 status code as Throttling
