In order to reduce the chance for a dependency cycle with the @aws-cdk/aws-events module, we should employ the same pattern we have for CodePipelines and for bucket notifications where there's a separate "interface" module that both depend on.

Closing for now. aws-events is a very low-level library. Let's reconsider this if it comes up.
