fix(bootstrapping): --cloudformation-execution-policies not checked

`--cloudformation-execution-policies` was always required for bootstrapping to be useful, but it was only checked for presence if you were adding cross-account trust. People keep making mistakes against forgetting it though. As a stopgap until we get a better UX in place, check that the value is present.
