Based on the setuptools bug reported below (from v60 onwards) there is an issue with installing the requirements which fails on auto-discovery. This is related to multiple top level packages being detected on what the install thinks is a flat structure. The fix seems to be to set py_modules = [] in setup.py to deactivate auto-discovery.
