Compliance and security requirements enhancements

There are some compliance/security polices that require some enhancements on configurations for some of the foundational infrastructure used by AFT. Eg: The vpc flow logs are not enabled for the vpc created by the module. Another example are roles using administrator access across the account for AFT to work.
Following is the complete list:
AWS SSM Parameter is not encrypted
AWS IAM Roles with Administrator Access Permissions
AWS VPC Flow Logs not enabled
Also, I have pasted an old issue that addresses S3 compliance rules that should be put in place as well.
