Allow private comments

Administrators and moderators should be able to publish private comments to feedback. Private comments will only be visible to administrators/moderators, and can be a way for them to talk privately about feedback provided by users.

Note: a comment marked as "private" cannot be also marked as a "post update", i.e. post updates comments will always be publicly visible.
