Ship Emission PR commits to apphub

Re: #558 and #541

They can be shipped as "dev" builds, which means we can distinguish between master commits, and PR commits.

There's a question of whether we need master commits after we know that all PR commits have come in too, could just stop doing master entirely at that point.
