At some point after upgrading to Ventura (2022?), MiddleClick stopped working on my 2019 12" MacBook Retina.
Following the suggested procedure, still did not allow it to work - the app would run, but the track-pad did not respond to any click settings, just default behavior.
On a whim, I explicitly exempted Terminal.app in Privacy & Security > Developer tools System Preferences.
After setting that, the "--no-quarantine" brew setting seemed to work for allowing access.
I don't recall needing to do this prior to Ventura.
Also, I was never prompted by security settings to allow, or dis-allow.
