Consolidate ansible access across Arquivo.pt Infrastructure

Currently, access between servers varies from machine to machine. On some machines, the public key of other machines is required, while on others, the default Jenkins user works perfectly fine. It is necessary to standardize this behaviour so that, in the future, a single user can manage all machines consistently.
