Question: can I compile a .scss file directly on my web server?

Hi,
I'm having an issue compiling my .scss stylesheet directly on my webserver. Is there something I should know about (I'm kinda new to the business..)
I've set up a ftp connection and I can access the file on atom, but when I want to compile I get an error:
