Summary

We rely on an unmaintained utility to support embedding static files in Argo, seen here.

We should get rid of this ASAP.

#11654 has more details in its issue, so gonna close this one out in favor of that one.

I haven't had a chance to look at the PR in depth yet as I've got some higher priority ones on my plate right now.
