I only tested this in Linux, so I hadn't noticed this. Could you share a screenshot of the default values? It's interesting that Ctrl gets mapped to Cmd on its own

Just to chime in here, this is exactly what I would have expected but it's worth documenting in the README. On MacOS Cmd is treated and used the same as Ctrl is on Windows and Linux (I know it's annoying to think about). It doesn't help that there is a Control key on Macs but it's barely ever used and most people (in my experience) would not equate the Mac Control to Windows/Linux Ctrl in terms of functions and use. For example, on mac it's Cmd+x/c/v for cut, copy, paste instead of Ctrl+x/c/v
I've been using the plug in for a while, and all has been just fine. However, as of late, I noticed that on a Mac ⇧⌘M no longer cycles through the various bulleted states. Has something changed? Is there a possible conflict with another plugin?
Looks like the commands do not follow your description on all systems.
Toggling ctrl + m does nothing here, while cmd+m actually switches to a checkbox list.
Just wanted to mention.
