Update the currently used target version IntelliJ 2018.3 to the latest version IntelliJ 2019.1. This includes the obligatory adjustment for the correct target paths ~/.IntelliJIdea2018.3 (Linux) and ~/Library/Preferences/IntelliJIdea2018.3 (macOS).
It also removes the disabled CVS and TFS plugins since they are no longer officially supported and not bundled with IntelliJ IDEA anymore.
