The ssl_mode attribute has been added for the google_sql_database_instance resource to replace the deprecated require_ssl attribute, and since provider version 0.6.1 it has been removed. We need to add support for this attribute, but also retain support for the old one. This affects the AVD-GCP-0015 check.
