Build Server (Jenkins) only publishes test results when the build passes. . #118

. . it should also publish when the build fails.

Have added the target: publish to build.xml

Need to update stamp.build.failing, to skip if already passing.

Need to call this as a separate task in jenkins, after main build

Fixed - we now have two Jenkins builds:

Typhoon (can fail)
Typhoon-build-results-publisher (should always pass - though will still fail if compile fails).
