[Feature] Dataset Retrieval List Endpoint

• Add a convenient endpoint to grab a list of all contents for a given dataset, along with which SP's have them and which should have unsealed copy and not
• Maybe also include filclient command / bulk retrieve command to get back the dataset
• Provide a stat on % or # contents replicated so that the user knows what's retrievable and what's not
