[Homepage][Listview] "View all" in Dashboard/Charts Panel should lead user to the list with consistent filer

Description

When on favorite tab, clicking on view all leads to dashboard list with "favorite" filter.
When on mine tab, clicking on view all leads to dashboard list with no filter.

Propose result: These two behavior should align. I would like "view all" for mine lead to list with owner = me filter

@junlincc this came up in our testing session today that we think this worth considering. Currently favorite tab > view all can lead user to list with favorite only, but others lead to full list.
