Non-deprecated support for planning SQL without DDL

For IOx, it is very important to use DataFusion in read-only mode -- we don't allow users to create tables, or other DDL as that would allow access to the file system, for example

After #4679 from @tustvold the only API we have to do so via unsupported APIs

I want a supported API
