Reading data from bigquery with a query string results in a bounded PCollection, which is fine. However, in order to handle row-level failures streaming loads are required, which are only supported on unbounded PColletions. Please add support for stream-inserts on bounded collections.

withMethod(Write.Method.STORAGE_WRITE_API_AT_LEAST_ONCE));
You can set it to streaming_insert if needed or use cheaper and better STORAGE_WRITE_API_AT_LEAST_ONCE
