[Feature Request]: Automatically enable Dataflow Runner v2 for pipelines that use the transform upgrade feature

What would you like to happen?

Currently, pipelines that use the transform upgrade feature [1] needs to explicit enable Runner v2. We should do automatically enable Runner v2 since this feature is only available for that runner.
