[Bug]: GitHub Action staging source fail sign when need to overwrite file

What happened?

Example run:

Error message:

----Signing Source Release apache-beam-2.49.0-source-release.zip-----
gpg: cannot open '/dev/tty': No such device or address

The reason is that gpg tries to ask confirmation to overwrite signature (already existed for RC1 zip). Running build_rc_candidate locally (it runs same command) it can be seen:

File 'apache-beam-2.49.0-source-release.zip.asc' exists. Overwrite? (y/N)

Solution: add --batch --yes: gravitational/teleport#9726 (comment)
