[EPIC] Ensure compliance with ASF branding policy for all documentation and logos across all implementations and subprojects

Describe the enhancement requested

Some of our documentation across the Arrow project is not currently in line with ASF policy, in particular:

• Trademark Attributions Policy
• Logos and Graphics Policy

Since this affects multiple repositories and subprojects, I am creating this one epic to track all issues.

Trademark Attribution

• Use correct attribution in the footer of documentation pages (monorepo) #39461 (monorepo)
• Use correct attribution in the footer of documentation pages arrow-adbc#1433 (ADBC)
• Use correct attribution in footer of documentation pages datafusion#8755 (DataFusion)
• Use correct attribution in footer of documentation pages datafusion-python#553 (DataFusion Python)
• Use correct attribution in footer of documentation pages datafusion-ballista#950 (Ballista)
• Use correct attribution in footer of documentation pages datafusion-ballista-python#64 (Ballista Python)
• Use correct attribution in the footer of documentation pages arrow-flight-sql-postgresql#185 (Flight SQL adapter for PostgreSQL)

Logos

• Add trademark symbol to Apache Arrow logo #39459
• Add trademark symbol to DataFusion logo datafusion#8754

TODO: check other subprojects (nanoarrow, julia, etc)
