As llvmlite, the other package in the Python ecosystem moved to LLVM 7, we should follow along to avoid problems when we use it in the same Python environment as Gandiva.

@wesm, any chance you can point me to the problem you ran into with the gold linker?  I'm currently trying to diagnose a static link failure on our build system with v0.12.0.
