Store Implementation, version 0.5.0.

The proposed release tarball and signatures are hosted at [2].
The changelog is located at [3].
Please download, verify checksums and signatures, run the unit tests,
and vote on the release. There is a script [4] that automates some of
the verification.

I am doing some testing and then will send this to the mailing list for a vote if things look good. cc @tustvold

Unfortunately quick-xml has just yanked 0.24.0, and so the crate fails to compile. I've raised tafia/quick-xml#475 to see if we can possibly avoid needing to cut a new release

Update here is that https://crates.io/crates/quick-xml/0.24.1 has been released (thanks @Mingun!) so I think we are still good
