Add a config for tracing log rolling policy for both scheduler and executor

Is your feature request related to a problem or challenge? Please describe what you are trying to do.

Currently it's hard coded daily. However, for some system with high throughput, logs of one day may be very huge, easily more than 10GB. Therefore, it's better to provide a config for the rolling policy.
