Add a Helm Chart

Ballista currently has readme-based documentation about how to set it up in Kubernetes. While this is better than nothing, it would be nice to use the industry standard packaging for kubernetes-base apps (Helm) to publish a canonical Kubernetes setup that anyone can use with the "push of a button".

Space and Time upstreams their existing Helm chart, making modifications as needed to have a superset of functionality that's useful for the community.
