We don't need to restart the upload service, just journald #38

Looks like a typo, adjusting journald config should only require restarting it, not the upload service.

Thank you for highlighting the issue and taking the time to raise the PR. Unfortunately the PR failed the DCO test for signed off a potentially GPG (the pipeline issue has been resolved)
I have merged this fix into the PR last week and credits have been given.
